It's an old WWII air raid shelter. There used to be some of these in a field next to where I lived when I was a child. They started to collapse in the end so the local council dismantled them and filled in the holes with earth. I played in them a lot; they were great for hide and seek!
I suspected as much, but couldn't figure why its in the middle of the park... but have found reference to anti-aircraft batteries stationed there during World War 2.
